To me all the office does is allow micro managers to see their employees so called working. There is plenty of people that can work from home just fine and are as much or more productive.
I would also say there are some that can't or shouldn't be allowed. There are those that in the office waste a bunch of time and no way get 8 hours of work, they just are there 8 hours.
WFH, I take lunch at my desk, get on calls earlier and stay later. Work from the office, that didn't and doesn't happen. People leave for lunch, they don't get in earlier and leave earlier if a storm is coming.
No commute can really help some and in turn they are more productive.
It isn't all or nothing, and I would say it might be more 50/50.
