If you will mainly use it to commute or drive around in a well-populated metropolitan area, and don't plan to use it much for long-distance trips through rural areas (esp. going uphill a lot, or in the cold) or hauling stuff, then an EV is probably ideal. Especially if you have another non-EV vehicle that you can use for longer road trips.
If you will mainly use it to commute or drive around town, but also want the flexibility to do long road trips sometimes, where chargers may be scarce, then a plug-in hybrid (PHEV) may be ideal. Especially if your workplace has a charger.
If you do lots of long roadtrips through rural areas, or haul/tow a lot, or have to go uphill a lot (esp. in the cold), then a regular Hybrid (HEV) may be best. Especially if you live in a rural or less densely populated area with few chargers.
