Yeah, their hands were tied in the specifics. Pope complained of the lack of freedom & transparency.
He couldn't simply get word to a donor that he needed X amount of $ for a specific recruit or task.

You can't compete w the big boys if you have to tie those sorta decisions up. I think BYU was also leery of giving the go-ahead upper-crust transactions.
