It's the worst.
First time walking onto the production floor, associates were sitting in their chairs with feet propped up watching movies on their phones. Keeping in mind that this wasn't break time. Never seen such negligence in time abuse as I have working in a union shop. Then they'll get up and speed through the production and cause several quality defects as they rush, thus delaying completion of product, as a result building delinquency.
