The Premier League is often overrated due to it having more parity than other
top leagues. I'm not saying the PL isn't good by any means, but people tend to consider the traditional top four elite clubs and then Tottenham and Man City to be on the same level. In truth, three of those teams are underachieving any given season and the EPL has shown to not prepare teams adequately for the Champions League. The parity is a sign of lacking elite teams instead of a sign of several elite teams.

It reminds me of the Pac12 in football - USC, UCLA, and Washington are blue bloods, Stanford and Oregon have flirted with being elite, plus Utah and Arizona are great at pulling upsets. Big names and tons of parity, but still get their buts kicked come bowl season.

TLDR: The PL reputation is far better than its product and the yearly parity is a sign that the league lacks elite teams.
