I'm not taking a stand either way. you asked what he did wrong, I just gave the side of the friend on their perspective
I see now that you meant to say he did nothing wrong and you were not seriously asking what he did wrong.

The cop did go to the wrong apartment. The woman gave the the wrong number, which is why he went there. However, it was quiet there, clearly not experiencing the big disturbance that had been reported. That could've tipped the cop off that maybe the reported address was wrong.
