Hard to use the directstartv.com to argue your point
they are a re-seller and not always accurate. They are a big reason for why people are not always satisfied on their setup because they get bad information from directstartv.

It is now available in the lowest Choice package on DirecTV but not the Family Pack (and the link directstatv does show that).

You can't get FX in the DishFamily pack but in their lowest America's Top 120 you do

Trust me I hadn't heard of it or believed it before either but I've found it to be true.

Note - satellite users only make up about 45 million homes in the U.S. where Nielsen has long listed 114 million as the total number of TV homes in the country. I have no desire to try to figure out what all the local cable providers offer - but FX is considered to be IN 99 million homes now...
