for that to be true as 3 of the 8 games listed as being broadcast for Iowa St are on FSN. And according to the link below Arizona would likely be out of the footprint for the basic level/local FSN that would cover an Iowa St game. So if that person did have a sports pack it would be strange to not have ESPNU.

Note: I believe FSN games can be picked up on other regional's as that other regional chooses. So if they find that Big XII game compelling enough and they don't have another regional of their own in that time slot that they are obligated to carry then they can carry it but this is likely spotty at best the further away from the primary regional you live.
