So many issues with your proposal but the most glaring one is you would decide who wins the championship based on ping
pong balls.
Say this year it is the Thunder and the Cavs in the championship. Both young teams that could be a rivalry for the next 5 years. Want to know how one team wins that rivalry? They win the #2 pick. Cheap top talent for 4 years that you received by the luck of the draw and could flip for veterans or really anything you wanted.
People talk about San Antonio getting the luck of the draw; and they have. But they have to build a team around Wemby and develop him. These teams would be title contenders or even champions getting rewarded.
If you want to go to a wheel then by all means. But giving the #2 pick to a playoff team is dumb. It would prevent tanking anyway. Teams best way to top talent would be by losing. Hoping you win one of the two spots is not a strategy. Losing to give yourself at least the sixth pick with the best odds of getting #1 is.

OKC didn't build their team by tanking. Their high picks are not the cornerstones of their team by any means.
