His pivoting is a basketball play, #11 was not in his cylinder, his elbow
was part of his pivot, making it purposeful even though I still think he accidentally hit him. The act of getting through the pivot was purposeful. This is why there needs to just be a flagrant 1 option.

Pivoting as a basketball play seems a little to broad for this rule, imo, seeing as most people can and do pivot into defenders and the amount of space they can cover in a pivot, would make it impossible to be a defender. As a defender there is no way you let them have that entire space.

Now if #11 had his head over Dawson, and Dawson hit him in the face with an elbow, that could be grounds for the cylinder rule, saw that in an ISU game this year.
