I mean, #11 was just guarding him. #25 reached for ball, Dawson swiped to get
through and hit him. Do I agree with it being a Flagrant 2? No, but Dawson purposefully lead with his elbow to get out of the trap. I don't see any illegal contact from the defense, imo.
