Salary cap does negatively impact Canadian teams, however...
the exchange rate has nothing to do with it. The cap is based on U.S. dollars in any case.
The problem the Canadian teams face is the fact that Canada has way higher taxes than the U.S. generally and most (if not all) U.S. states specifically.
So basically, your salary of $5 million USD in Florida (no state income tax) is worth more than $5 million USD in Ontario (high tax).
