I’d invite the discussion and would love a a map of SLC with the surrounding land on how much is federal v private.
Going east you run into federal land but going west, not a problem.
I could see #1 having a marginal effect in Utah but I’d imagine most large housing developments lobby and then are able to build. Just might take a bit longer. I can think of 3 housing communities that petitioned and were able to change the zoning.
