You and the OP imply something not true. CB has never come close to generally
Implying or agreeing that KYoung will or that KYoung should focus efforts on only lottery picks. KYoung has refuted this. Many CB discussions about this and the general opinion in those many discussions is that CB enjoys and prefers a mix of 4 year or at least multi year players and high 4/5 star players.

The only school that has regularly tried the only high draft pick model is Kentucky. The last time Kentucky advanced to Sweet 16 is 2019. The only primarily freshman team to succeed in the NCAA tournament I can think of is the Michigan Fab 5 decades ago and the Michigan coach was very hesitant to play all 5 regularly together until they proved they could be effective. And even then their tournament run was ended by a freshman mistake.

BYU and KYoung probably don’t have the option for a Fab5 model, nor has KYoung indicated that is his plan. Quite the opposite KYoung has made it clear he plans to have a mix of high draft picks and multi year players. CB has generally and repeatedly agreed with this plan and model.

Look at the team this year. There are highly recruited new players rarely playing to allow multi year players significant playing time.
