As far as I can tell, it mostly boils down to "He wants it and the NCAA isn't in the habit of saying no much lately"
As someone else mentioned, the technicality of it is that Arizona didn't appropriately protect his redshirt...but the honest truth is that it's largely unjustified but he's making the NCAA say no, just since so many previous rules don't apply
