That’s nonsense. BYU does this all the time. A fair catch says “I’m going to
catch this ball but not return it.” If you’re in coverage…still pursue the ball because the returner may drop it and it is a live ball.

A kill signal happens when the returner says I’m not even going to catch it…the ball is going into the endzone and it will be a dead ball when it touches the ground.

They are different signals. Kill signal tells players the play is effectively over. Fair catch says the play is over once I catch the ball.
