You won't be unhappy with either choice. Do you speak either language?
If you speak neither, both countries have people in the hospitality that will speak with you in English well and gladly.

In my opinion, driving in France is easier than driving in Italy, and for the average American, you will feel that Italians are friendlier than French. (I don't see it that way, just different).

Both have great cuisine, both have beautiful venues, and the costs in both countries is not cheap.

I would definitely rent a car in France and probably in Italy. I've driven in both countries without incident.

March may still be cool for northern France, and Italy may begin to see a very crowded country.

Get skip the line tickets for most major attractions in Italy and for some in France, and you will save so much time.
