Why is this a problem? While there are rules against using AI to write your

paper, why would it be wrong (or morally inconsistent) to use it to detect rule breaking?

Its not like the school is saying that AI is morally problematic and should never be used. They are saying that its use on a paper is inconsistent with the goals of demonstrating that the student can research, organize and present information on his or her own.
