Scholarships?

So people have referenced the fact that teams can basically still have a practice squad. And move guys on and off active roster at will.

I think the thought is you would still have walk ons on the "practice squad" but could these people be on scholarship? Essentially meaning you could actually give out as many scholarships as you want?
