Revenue sharing is restricted. If you can pay the 20 million, this will actually
even the playing field even more. The best players can't be on the same team because the cap will water down their paydays. They will just go to another team with available money that will pay them market rate. Not everyone can be on Texas, Oregon, or Georgia so talent will move to SMU, Texas Tech, UCF, and hopefully BYU.

The top teams can go ahead and try to pay all 105 players on rosters. It won't work because the top players won't be payed enough.

Even if you can't pay the 20 million and you only pay, say, 12 million, we are in the same circumstance we are currently in. Ohio State, Ole Miss, Georgia, and other top teams are paying much more NIL then other teams
