I think this will end up being the only way it would become more distributed
An antitrust suite or law requiring them to give more access.
If you had a requirement that only conference champs could compete in the 12 team playoff, you'd see 12 conferences with 8 teams in them. and you'd see a blueblood in each conference and scheduling agreements amongst them in the ooc.
