Not a dentist, but most dentists will charge unless it is a high dollar service
such as braces/invisliagn, or dental implants, or an emergency, etc... but many will even charge for something like that as well.
The reason for a free consult is that they are fairly confident that they will get your business in these cases, and they pay well.
