can you wedge something in there to keep it from turning and turn the topside?

good, turn the valve inside the tank

think of the valve as the bolt. You see the nut. Turn the bolt, not the nut

I should have thought of that. I had to basically break the old one to turn it, but once I did that, it came out easily.

if you're replacing the whole part, cut off the long threaded portion to get to
