Players don't actually transfer during the time the portal window is open. Rather it's a window in which they have to file a notice of intent to transfer. If they properly file a notice within the time the window is open, then they're free to transfer to another team for the following year. It's not a window when you actually transfer and change schools during the window. It's always the next year (or sometimes the next semester)
