You still have to be admitted to school and be academically eligible you can't withdraw from all your old classes and fail them all or you wouldn't be eligible

I think by “play immediately” it means they don’t have to sit out a year.

Yep. There is still a transfer window when transfers are allowed to happen and

The problem is they try and line it up with a break in the semester and the playoffs take place in the spring one

There is a transfer portal window that is open for 20 days in December, and then again for 10 days in April.

Also, you CAN transfer even if you don't give notice during the transfer window, but if you choose to do that, you fall
