I would make the offense start sub prior to 25 sec on the clock. Ref holds snap

until 10. That gives each team 15 sec to sub. All these guys run sub 5 sec 40's so not a big deal.

Just stop it too if it's running. Probably won't happen much if the incentive to slow walk substitutions is gone.

It's fixed with 3 words. No slow jog. That's it. No slow jogging.
