Utah is pushing the envelope. It's not an issue against any other team.

And it can be solved by refs just saying you're jogging too slow, we're going to let them snap it. Utah would adjust.

But they are tools and won't adjust if you don't make them.

Just stop it too if it's running. Probably won't happen much if the incentive to slow walk substitutions is gone.
