Dealer is always going to extreme lowball to get you into a new vehicle.
As for lemon law, it is only on new. I imagine the purchase dealer will let you know what "as is" means.
But that sucks, man!

They are going to try and "do him a favor". If you follow the VIN after, it goes right back into the auction line.
