I think the specific number is based upon the needs for that immediate season so there is no rule, but I think given the uniqueness of BYU there is a limit to how many 1 and dones BYU ought to have on its roster. I tend to be the camp of 1-2 per year is a prudent approach. Find a balance between LDS kids, higher level developmental players and then 1 and dones.
As FB this year and BB last year demonstrate clearly and loudly-experience and continuity matter enormously and contribute significantly to success. Too many 1 and dones would be overly difficult to integrate into a cohesive team at BYU. This is a delicate period for BYU hoops and it needs to be managed correctly. This is a similar vein of thought to Kansas not wanting to bid for a player like AJ Dybantsa. Kansas wants to spread out its NIL each year over 6 huge recruits. I don’t think BYU should experience the same turnover of the blue bloods and thus can be more selective and judicious in its 1 and done recruiting and thusly as a more focused, with a sickle versus a combine, approach can offer more $ to fewer recruits. For BYU it is a mixture of building continuity while integrating a couple of 1 and dones each year. At least I think that is model that will develop.
