Interesting, I've been interpreting the tiebreaker procedures differently

I've been interpreting "remaining tied teams" to mean "all remaining teams that are still tied after applying the tiebreaker steps thus far". But I can see how you could interpret it to mean "all the teams that were originally tied that didn't get seeded in 1st place". I'll fix this and run the simulations again
