HR complications aside, getting rid of people you work closely with is not exactly straightforward nor is it easy in ANY setting. Basically everyone is willing to give a longer leash than they should because it's ultimately a human/empathy problem.

Your attempts at saying this is some HUGE indictment of the head coach is just asinine and childish. Getting people in the right seats or removing them from those seats is really hard and sometimes things linger longer than they should.
