Cascais (west of Lisbon) is great.
You have white sand beaches and it is near Lisbon. I was in Cascais in the winter and we had the beach to ourselves (the weather was in the 60s, so it wasn't hot).
The Algarve in the south is warmer and has beaches, but is more of a tourist spot.
There are pretty spots all over.
