anyone. The UV index is so low after 3 it's incredibly unlikely. Maybe if you were out at 1pm and didn't "get burned" until after 3pm or something. But as far as first sun exposure of the day after 3pm, that would be so incredibly unlikely. Could you possibly get slightly red or a little color that goes away within a day or so, sure? But as far as a burn that stays red for days, is painful to the touch, or peels...no way. 

I can burn in less than 10 minutes in mid-day sun, and yes I do freckle. I don't tan in any way, shape, or form.
