They didn't say 'No' to the PAC. They said 'No' to the PAC's first offer.

Based on the Memphis AD's press conference, it was clear Memphis wants to jump to the PAC. They took a ton of heat from their fan base when news came out that they'd turned down the PAC. So the AD clarified the situation and it look inevitable at this point.
