yeah if some wealthy person wants to fund that as a vanity project then cool,

but adding a bunch of nosebleed seats that are used 6 times a year certainly isn't a smart financial investment. Nosebleed seats have a bad view and in modern world its hard to fill those except at fairly cheap prices. Adding in an upper deck to add those extra seats would be super expensive.
