At this point Whitt probably felt there was too much invested to not see how it would play out....which I can understand if Cam is healthy. But, after the legitimate leg injury at the start of the game, the best coaching move would be to move on to a QB that gave the team the best chance to win.

Unfortunately allowing an injured QB to go back out may have erroded the confidence of the rest of the team...and Whitt either pushed that aside or didn't see it. Either reason is bad coaching.
