Either a), he really thought Cam gave them the best chance to win, in which case ... is he dumb? or

b) he was wiling to sacrifice the game to prove a point that Cam's not ready to play yet, or

c) he felt stiff-armed by NIL donors, or

d) Wilson really wasn't ready to play, didn't study film, or wasn't prepped by the coaches.

In any scenario, it's just abysmal coaching that no fan base should tolerate.
