How about, if you are guilty of targeting, then you have to sit out the same

number of games as the player you injure?

This is a violent game and these players need to learn to tackle in a way that won't injure opponents. If a player can't figure that out, then he needs to be punished. I don't want to see a player leave a game with a concussion while the person who improperly tackled gets nothing but a 20 yard penalty.
