The sources all claiming this is exaggerated aren't the ones on the ground so I'm not sure what they are even basing their refutations on.

Sadly, the most likely outcome here is a very high death toll. No one living in the mountains hundreds of miles from the coast ever thought they would need to mass evacuate for a hurricane. When you see what happened to their towns it's a miracle there are any survivors at all in some of these places.
