they were told there would be lots of rain. there wasn’t really any warning to the severity.
evacuating those mountains would be extremely difficult as well. only a few roads that can get people out and they quickly turned into rivers, so people would’ve been stuck anyways.

at app state somewhere on campus they had a sign showing how high the water got from a hurricane 100 years ago or so. i remember thinking “how in the world did it get up to boone?” this hurricane was even worse than that one.
