body mass, would that make it okay? As long as the sum total of the person and their baggage is under a set weight limit?

I weight more than my wife (I am not fat by the way), but my wife (is is petite) travels with me, I guarantee her luggage weight+ her body's weight is far heavier than my luggage weight+ my body weight.
