Throwing a penalty wouldn't have protected his hand.
I don't think it was a penalty anyway because he started the push in bounds, and he let up once he got out of bounds. It just looked worse because all of the momentum of the defender was also taking him out of bounds too. If he was still touching Rising, it was to maintain his own balance and keep himself from falling on Rising, but not to push him, and I think that's what the refs took under consideration. I could see it going either way though.
