I've worked at places that had that rule. it's because so many people
don't show up for work, chronically show up late, or leave early and all of them used the doctor excuse.
These jobs were hourly manufacturing jobs where you can't work from home or 'make it up later' like you can office work. It's a lame rule, but when people start taking advantage of the business they work, you ahve to do lame things.
