paying $1000+ yearly in taxes for their new car in Virginia. Our tax bill this year is $913 for a 2014 Odyssey, 2011 Camaro, 2011 CRV, 2009 Accord, and a 2005 Lexus.

It appears to be a property tax not a sales tax. I doubt you can get a refund.
