Jackson, WY has an exceptionally difficult building department. They are tough to work with. Meanwhile, this house has sat unfinished for 25+ years. That usually doesn't fly with the jurisdiction, but somehow, the building remains 'habitable' with a large unfinished section. To my knowledge, only the framing was completed on the addition interior (so, no electrical/plumbing, etc). If they were required to pull a new permit, I can't see a scenario where they wouldn't have to completely demolish the addition and start over. Codes have changed significantly in the last 25 years. If they could just finish it, they are looking at costs around $300/sqft. Costs for a ground-up addition 25 years ago could have been accomplished for less than half that.
If nothing else, the addition is a good advertisement for the durability of Tyvek house wrap which held up exceptionally well until the last 5 or so years.
