There is no way that Stanford or Cal will agree to associate with those schools. They would rather play all their road games in Boston, Syracuse, and Miami than be associated with Fresno State and Boise State.

Starting in 2025 NCAA D1 schools can offer scholarships to every athlete on their roster (no cap/limit)
