It is the conservative play. It is better to pick up 7 -10 yards and then punt
than to give up a sack (and possible fumble) or an INT. You go for it when you are certain you cannot give up on the drive. As was stated, you put the QB at risk because he has to wait longer for people to get down field and in a lot of these cases, the D blitzes knowing he has to wait. Db's are usually in zone playing back some looking for the QB to just let it fly due to the rush so they are expecting long hurried pass and are looking to pick it off.
