What competitive advantage do you see coming from not naming a starter?
I can't think of one. They have film on both QB's. If they are any good as a staff, they will be ready for either QB to play.
I do see some advantages in naming a starter:
(1) Your starter and his teammates don't doubt his status;
(2) If you want to use two QB's, it is more surprising if you named a starter and then use 2 QB's.
