After the NCAA instituted the 105 scholarship limit back about 1973, they eventually found that the blue bloods were "warehousing" the most talented players, i.e. blue bloods had the equivalent on five star players on 3rd and 4th string.
Strict transfer rules made it harder to leave once you got swallowed up by one of the big programs. If the O2 starts pushing limitations on transfers, watch out.
Dropping scholarships to 85 allowed schools like BYU to compete, to the dismay of the OUs and UTs of the world.
Also, increased football scholarships really only benefits those in conferences with huge TV contracts. Watch for Big-12 state schools to receive increased taxpayer funding and student fees. G5 state schools will become even more taxpayer funding dependent if they even attempt to compete.

Unfortunately, most Olympic Sports will just continue to have to live off the crumbs.
