You did not go over them, you went around them. They can still get you. If I
were you I would submit the plans to them even if you are going forward now.
They will most likely approve and you will be fine.
FTR, I hate HOAs. That doesn't mean they can't make your life miserable. And they still can from the situation you described. The city buyoff means nothing to the HOA.
